1. Snow should be removed from the streets as follows:

On the roadway, public utilities are required to start mechanized sweeping immediately after the next snowfall. Provided that the cleaning equipment can freely travel along the road, sweeping an ordinary highway should not exceed three hours, and the Moscow Ring Road, including transport interchanges and main highways, no more than two hours.

If the snowfall is prolonged and heavy (over 5 centimeters or more), then the roads should be swept after every five centimeters of fresh uncompacted snow falls. After that, the roadbed is first treated with anti-icing agents, then sprinkled with rubble.

After mechanized sweeping, the roadway must be cleared of snow and ice. Depending on the category of the road, this must be done either in full or in part, when a snow roll, processed with rubble, is allowed on the highway, but not more than 30 percent of the area of \u200b\u200bthe roadway or driveway.

According to the norms, it takes no more than three hours to completely clear the road from ice and snow. The start time of snow removal work is counted from the moment the snowfall or blizzard ends. Please note: if the vehicles parked on the street interfere with the cleaning equipment, then they can be evacuated at the request of the contractor;

Powered sweeping and manual cleaning are permitted on pavements. Tiled sidewalks should only be cleaned by hand. As well as on the roads, cleaning here must begin immediately after the end of the snowfall. In severe bad weather it is obligatory to clean sidewalks from ice and snow after every five centimeters of snow falls. Cleaning should last no more than four hours. Snow should be removed from public transport stops, as well as on the roadway and sidewalks, in the first place and according to the same rules.

Please note: snow is first removed from public transport stops, pedestrian crossings, busy places (for example, large department stores, markets, theaters, schools, clinics), metro stations, entrances to hospital reception rooms, ambulance stations. Moreover, utilities are given no more than 12 hours for this work from the moment the snowfall ends. The final removal of snow must be completed by the cleaning crews, depending on the road category, on average in time: no more than 2 - 4 days - with snowfall up to 6 centimeters, no more than 6 - 9 days - with snowfall up to 10 centimeters. Snow removal and removal from roadsides, onto which it was moved from the roadway during cleaning, must be completed within 24 hours after the end of the snowfall;

In addition to snow, contractors are required to clean up garbage. According to sanitary rules, they are responsible for cleaning sidewalks:

2. In the courtyards of residential buildings, snow must be removed according to the following standards:

Management companies are required to remove snow in yards, but are not required to remove it. According to the Housing Code, this is not included in the minimum list of services provided by the Criminal Code. Tatiana Epaneshnikova called this question the most "sick" one. According to her, in the tariff at which we pay for "ensuring the sanitary condition of entrances and the adjacent territory", only 16 kopecks from each square meter are allocated for cleaning the yards from snow. This amount should include the services of a janitor, cleaning roofs and a tractor with a bucket that will clean the roadway of the yard (if you drive your car away, of course) as needed. To prove that snow removal cannot be squeezed into these 16 kopecks, the director of "REU-9" showed us how the cost of this procedure is calculated.

“I will give as an example five-storey houses # 4 and # 2A on Ordzhonikidze Street. This is a total of 10 entrances. Yesterday we removed 4 entrances, including the roof. We ordered 3 KAMAZ trucks and one tractor for export. The dump trucks made a total of 16 trips and removed 208 cubic meters of snow. We worked from 8.00 to 17.00. Ideal relations between the management company and the tenants, according to Tatyana Gennadyevna, should be as follows: in the fall, the meeting of the tenants of the house decides - until May we will pay for "general house needs" for so many rubles more, so that forklifts and KAMAZ trucks are more likely to visit the yard. The amount will be different for each individual house, depending on the number of entrances, apartments and the size of the local area. And if the winter suddenly turned out to be snowless (let's laugh together), then in May the accumulated amount can be used to improve the territory.

Management companies in Russia are scolded more often than Obama and Poroshenko combined. Often - for the cause, but almost always unfounded. Such is the paradox: we confidently declare that “our pockets are stuffed”, but at the same time we do not own the facts at all. That is, we behave like the most ordinary talkers. And if the management of your Criminal Code really behaves in bad faith, then you will have not just a reason to quarrel, but ready evidence for the supervisory authorities or even for the court. If they refuse to provide you with such a report, contact the housing inspectorate.

Don't start scandalizing ahead of time




If it snowed all night, and in the morning you do not see the janitor in the yard, this does not mean at all that your house has been forgotten. He can, for example, clear the entrance to the container site - after all, garbage needs to be removed daily. In addition, he can set up a fence before dumping snow from the roof. In the end, a person can easily get sick (yes, janitors are also entitled to sick leave). In this case, the additional load will fall on his colleague. And he will come to your yard only after he finishes work on his site. As expressed Tatiana Gennadevna, there are no queues for the vacancy of a janitor.

Irina Gaidenko said so bluntly - unscrupulous companies will remain without a license, and their housing stock will be distributed among other management companies.

In heavy snow, the sidewalk should be cleaned every three hours. If you just use it, it is enough to use a broom and a shovel once a day.

Yard and inter-quarter areas - where you can drive - are cleared of snow using tractors. In the yards, where it is narrow, cars are parked, cleaning is combined: manual and with the help of walk-behind tractors. Wipers have scrapers, ice axes, shovels, carts with a dispenser for an anti-icing agent.

According to the regulations, snow cannot be piled on lawns and along sidewalks and driveways, the snowdrift should not be higher than 80 cm at all. Snow should be taken out of the yard one day after the snowfall.

2.Who should clean the parking pockets?

Snow from under the car is removed manually - with a shovel or broom. If this cannot be done and the caretaker cannot find the owner of the car for several days in order to ask him to move the vehicle, the cleaners have the right to do it themselves - with the help of a tow truck, the car moves to another place - within sight. The same procedure applies to vehicles parked along the carriageway.

3.What kind of white crumb is poured onto the asphalt in the yard?

White crumb, which is scattered on the sidewalk with the help of a dosing cart, is a certified solid complex reagent KR-2. It is based on marble chips, sodium formate (salt of formic acid) and sodium chloride (food salt) are added to it. KR-2 is recognized as safe for the environment.

Anti-icing reagent treatment is a mandatory requirement of today's cleaning regulations. KR-2 is delivered to the districts from the district bases. Also, instructions are received centrally on the rates of its consumption: 30-40 grams per 1 sq. meter. The command to use the reagent is received if there is ice on the asphalt, or in advance, if a forecast of a drop in temperature has been received.

Some time ago, in 2004-2007, reagents were not used in courtyards in Moscow. It was slippery in the courtyards and streets, people fell, broke their arms and legs. Since 2008, Moscow has returned to the use of reagents, but instead of liquid salt reagents, which damaged shoes and caused drying of trees along the sidewalks, they began to use KR-2.

4.Where to complain if the janitor scatters reagent with a scoop?

To the dispatcher's office of his State Budgetary Institution Zhilischnik, to OATI VAO or to the portal “Our City”. It is forbidden to scatter the reagent manually; this can be done only with the help of a dosing cart. There is a graduated panel on its handle. The janitor sets the correct amount - for example, 30 grams - and pushes the cart forward. The reagent fanned out in all directions at a distance of 1 meter.

In severe frosts, more reagent is required. But it is not a single dose that increases, but the number of treatments - there can be two or three of them per day. In any case, its amount should not exceed 200 grams per 1 sq. meter. In total, 30% of the yard can be treated with the reagent.

5.Can you clean snow at night?
